Jara Sweeping

They do a great job sweeping but empty their dirt on trees and in front of people's houses. My child has asthma, and they bring all the dirt from other streets and dump it. It happens regularly, and I am not sure why. I called their office, and they said they must discard the dirt. Wouldn't you take the dirt to the dump??
